Washington, D.C.
The FCC will meet December 12, 2013 to discuss allowing air passengers to make phone calls during flight. FCC Chairman Tom Wheeler said "Modern technologies can deliver mobile services in the air safely and reliably, and the time is right to review our outdated and restrictive rules" in remarks to the press.
Under the proposed changes, passengers could use their phones above 10,000 feet, but not while taking off or landing.
